Auspice Stella Launches Mapuche Human Rights Commission

Press Release – 20th June 2012

Auspice Stella, an association under the auspice of the Kingdom of Araucania and Patagonia (KAP), today launched the Mapuche Human Rights Commission (MHRC).

The MHRC is made up of an International Secretariat, presided over by Count Mariqueo of Lul-lul Mawidha, who will act as the Director General. The International Secretariat will also be composed of Marianne Paine (Deputy Director) and Dame-Nina Saleh Ahmed (Executive Director), all of them with a great deal of experience in the field of human rights.

The MHRC includes a ‘Mapuche Observatory for Human Rights’ (MOHR) composed of a network of volunteer, activists and human rights defenders, based in the Wallmapu* and other countries. Their objective is to collaborate directly with affected individuals and communities, denouncing any violation of human rights. They will also monitor the degree of respect by the Argentinean and Chilean government according to national and international legislation.

Count Mariqueo* pointed out that “this new body intends to reorganise the human rights work which the KAP has been carrying out for more than a century”, adding that “it will contribute to increasing international awareness of the grievances of organisations and Mapuche communities who are subjected to police brutality on a daily basis.” Finally he pointed out that “in Chile there are constant police incursions into communities struggling to regain their ancestral lands, where the police commit the most horrendous human rights violations with impunity.”

The MHRC will help the Mapuche people’s struggle for their political rights and fundamental freedoms, including territorial, economic, social and cultural rights. They will also support the Mapuche nation’s right to autonomy and self-determination, according to that which is established under international law.

The MHRC will focus its efforts on the promotion of human rights in Argentina and Chile, in accordance with internationally accepted standards. Their objective is to compile, organise and disseminate the testimonies and information related to the violation of basic human rights in Wallmapu. They will then present any complaints to the appropriate United Nations bodies and other international human rights organisations.

The MHRC intends to observe and monitor the actions taken by human rights organisations, follow up the actions taken, and to monitor the Argentinean and Chilean states’ compliance with its international obligations and commitments.
